PRUMC - High School Basketball - Rules and Regulations

Participation:

All teams must pay the team fee by the registration deadline.
All teams must provide 2 co-captains

All players must have an individual waiver signed by a parent or guardian.  
No individual may participate unless he appears on a team's roster and his/her individual waiver is on file.
Players who appear on any high school varsity basketball roster for the current school year are ineligible to participate.
Teams may not have more than two coaches on their bench.  Only the head coach is allowed to stand when the clock is running.

Gym policies:
Food and drinks are not allowed in the gym.  This includes the player benches.  (There is a water fountain on site.) 
"Baby powder" is not allowed on or near the court. 
High school players will not be allowed in the gym until the conclusion of the youth practices at 7:00.  (The first games of the night begin at 7:10)
A  five-minute warm up period will be allowed prior to each game.

Game Rules:
Georgia High School Basketball rules will apply unless specified below: 

1.There must be one parent from each team present on the bench at all games. 

2.
A team must have a minimum of four players on the floor to begin play.  A grace period of 10 minutes past the scheduled game start time will be granted to allow for players to arrive. If play cannot begin after that time, the game will be considered a forfeit. 

3. Game time
:  2 - 20 minute halves utilizing a running clock. .
Clock stops:
1. Last minute of the 2nd half and last minute of overtime periods (Clock will continue to run during final minute if a team leads by more than 20)
2. Time outs.

4. Overtime periods:
1st: 2 minutes continued play
2nd: 2 minutes sudden death
3rd: No Clock sudden death (Tournament play only)
In a second overtime period, the first team to score will determine the winner.   If no team scores in the sudden death period of a non-tournament game, the result will be a tie. In tournament play, a 3rd sudden death overtime may be played with no clock until a winner is determined.

5. Time outs: 2 - 30 second time outs per half. One extra time out per overtime period for the 1st two overtimes only. (No timeouts in 3rd overtime) Time outs may not be carried over.

6. Free throws will be played "off the rim".

7. Flagrant Fouls (intentional or unintentional) will not be tolerated and may result in an immediate forfeit.  A player charged with a flagrant foul will be ejected, suspended for an additional game, and may be banned from the facility for the remainder of the season.  The team will be issued a warning.  A team with two flagrant fouls in a season may be removed from the schedule for the remainder of the season.

Please make note of the following:
Each player will be awarded five fouls per game.
Two technical fouls in one game to a specific player will result in an automatic ejection.
A player who has been ejected from a game for any reason will not be allowed to play in the next game.
Teams are responsible for their fans.  Technical fouls called on fan behavior will be awarded to the appropriate team.  Two Bench Fouls will result in the removal of the bench parent from the bench.  Unless another team parent is available, the result may be a forfeit due to an absence of a team parent. 


Policies Regarding Inappropriate Behavior:   

PRUMC Sports and Recreation is committed to promoting good sportsmanship by players, coaches, and spectators at all of its events. Profanity, degrading remarks, and intimidating actions directed at officials, competitors or staff will not be tolerated, and are grounds for removal from the event site and the league. Teams or participants who have been removed from the league may not return to the gym, even as a spectator.  PRUMC Sports and Recreation reserves the right to deny access to its facilities. Thank you for your cooperation in the promotion of good sportsmanship at our events.

Rules and Procedures:

1.       A parent is required to be on the bench at all times.  Part of the parent’s responsibility is to help ensure that his or her players adhere all rules and behave appropriately.

2.     The referees are in charge of the games at all times.  If a referee determines behavior by players, spectators or coaches to be inappropriate during games they will make the decision to call a technical foul, eject players or spectators, or cancel games. 

Alcohol and drug use:

       In the event of an alcohol or drug use incident the facility may be closed at any time, at the sole discretion of the PRUMC staff.
4.       In the event a player is suspected of alcohol or drug use, there will be a conference held between referees, PRUMC staff and the bench parent.   The referee, at his or her sole discretion, may eject the player from the game.  If a player is ejected from a game for suspicion of alcohol or drug use, he or she will be placed in the custody of the bench parent.

"Welcome gentlemen,

It is a league requirement that the following statement be read at this time.

In all league play it is necessary that players treat officials, staff and opponents with respect at all times. 

The referees are in charge of the game at all times.  Their decisions are final.

      Any ejection will result in a suspension for the remainder of the current game and the next game.  Suspension prohibits a player from being in the gym.  

Any player whose name appears on a high school varsity basketball roster for the current school year is ineligible to play in this league.  If you are aware of a player on an opposing team that is ineligible, you must make that known immediately - game results will not be changed after the fact.
